Abstract [sv]

Automationsprogram II (APII) är ett uppföljande LFV-koordinerat forskningsprogram som har pågått under åren 2021-2025, finansierat av Trafikverket. Huvudsyftet med forskningsprogrammet är att inom flygtrafikledning undersöka automationslösningar som leder till ökad kostnadseffektivitet, bättre säkerhet, ökad kapacitet samt minskad klimatpåverkan. I den här rapporten summeras den andra halvan av programmet som utförts i samarbete mellan LFV, Linköpings Universitet (LiU) och Trafikverket. Fokus för arbetspaket D0 är kommunikation och koordinering internt och externt för APII. Som en del i slutrapporteringen av D0 görs en omvärldsbevakning av europeiskt arbete inom automation kopplat till ATM. En problemanalys presenteras som syftar till att förstå vilka hinder som finns för att dra nytta av automation. En sammanfattning av allt arbete som är utfört inom APII del II sammanställs också i denna rapport, tillsammans med övergripande slutsatser och diskussion. Vi konstaterar att ökad automation kommer att vara en nödvändig förutsättning för att möta flygtrafikledningens framtida utmaningar inom kapacitet, kostnadseffektivitet och personalresurser. Integrering av automation och AI i flygtrafikledning förväntas spela en stor roll i att förbättra effektivitet och säkerhet. Inom APII finns många initiativ och lösningsförslag för automation inom ATM, men vi ser ett återkommande problem med att ju högre mognadsgrad vi når, desto fler hinder möter vi, främst av icke-teknisk karaktär. Ett fokus på Key Performance Areas (KPAs) hela vägen från grundforskning till implementation är viktigt för att nå framgång. Vi ser också ett behov att bredda forskningsfrågorna från ett mestadels tekniskt fokus till att adressera även andra hinder för införande av automation. Kanske behöver vi också bättre metoder för att motivera och utvärdera fördelar med automation för att möjliggöra implementering. Forskning kopplat till ökad resiliens är fortsatt mycket viktigt fokus, och här ser vi att flexibel automation och kan stötta anpassningsförmågan och metoder för bedömning av resiliens kan tillämpas på AI-baserade framtida teknologier. Digitalisering är en förutsättning för automation, och vi ser behov av att verksamheten ökar takten av digitalisering för att möjliggöra nya verktyg. Goda exempel på automation och effekten på KPAs underlättar den dialogen. En framgångsfaktor för Automationsprogrammet är att det har möjliggjort att ta oss an och utforska ny utveckling och nya verktyg snabbt, tack vare ett lite mer agilt arbetssätt än mindre forskningsprojekt. Detta arbetssätt skapar goda förutsättningar att hitta nya tillämpningar för automation i ett snabbt föränderligt AI-landskap. Automationsprogrammet har på många sätt agerat som en inkubator med många nya forskningsuppslag som tagits vidare i nya dotterprojekt. Ett stort fokus på kommunikation inom AP har stöttat till att positionera LFV och LiU som starka forskningsaktörer inom automation i flygtrafiksektorn. En stark internationell närvaro har bidragit till stor spridning av forskningsresultat och goda relationer med internationella forskningsaktörer, vilket skapar breda synergier och nya möjligheter till utbyte och samarbete. Grunden som är byggd inom AP utgör en stark bas för framtida projekt, både tack vare starkt samarbete och delade forskningsplattformar mellan LFV och LiU.

Abstract [en]

Automation Program II (APII) is a follow-up LFV-coordinated research program that has been ongoing during the years 2021-2025, funded by the Swedish Transport Administration. The main purpose of the research program is to investigate automation solutions in air traffic control that lead to increased cost-effectiveness, better safety, increased capacity and reduced climate impact. This report summarizes the second half of the program carried out in collaboration between LFV, Linköping University (LiU) and the Swedish Transport Administration. The focus of work package D0 is communication and coordination internally and externally for APII. As part of the final reporting of D0, an external monitoring of European work in automation linked to ATM is made. A problem analysis is presented that aims to understand what obstacles exist to benefit from automation. A summary of all the work carried out within APII Part II is also compiled in this report, together with overall conclusions and discussion. We recognise that increased automation will be a necessary prerequisite to meet the future challenges of air traffic control in terms of capacity, cost efficiency and human resources. The integration of automation and AI in air traffic control is expected to play a major role in improving efficiency and safety. Within APII, there are many initiatives and proposed solutions for automation in ATM, but we see a recurring problem that the higher the level of maturity we reach, the more obstacles we encounter, mainly of a non-technical nature. A focus on Key Performance Areas (KPAs) all the way from basic research to implementation is important for success. We also see a need to broaden the research questions from a mostly technical focus to also address other barriers to the introduction of automation. Perhaps we also need better methods for justifying and evaluating the benefits of automation to enable implementation. Research linked to increased resilience remains a very important focus, and here we see that flexible automation can support adaptability and methods for assessing resilience can be applied to AI-based future technologies. Digitalization is a prerequisite for automation, and we see a need for the LFV to accelerate the pace of digitalization to enable new tools. Good examples of automation and the impact on KPAs facilitate that dialogue. One success factor for the Automation Program is that it has enabled us to take on and explore new developments and new tools quickly, thanks to a slightly more agile approach than smaller research projects. This approach creates favorable conditions for finding new applications for automation in a rapidly changing AI landscape. The automation program has in many ways acted as an incubator with many new research ideas that have been taken further in new projects. A strong focus on communication within APII has helped to position LFV and LiU as strong research actors in automation in the air traffic sector. A strong international presence has contributed to a wide dissemination of research results and good relations with international research actors, creating broad synergies and new opportunities for exchange and collaboration. The foundation built within the AP constitutes a strong base for future projects, both thanks to strong collaboration and shared research platforms between LFV and LiU.
