Sverige befinner sig i ett varaktigt förändrat säkerhetsläge. Med Nato-medlemskapet och en förstärkt totalförsvarsplanering har transportsystemets funktion i kris och krig blivit en strategisk fråga. Hamnar är i detta sammanhang inte enbart logistiska anläggningar utan centrala noder i de transport- och försörjningskedjor som upprätthåller flöden av energi, materiel, information och människor. I ett totalförsvarsperspektiv kan dessa flöden förstås som resurslinjer – sammanhängande logistiksystem som behöver fungera även under kris och krig. Denna förstudie utvecklar ett konceptuellt ramverk för hamnen som säkerhetsnod som en vidareutveckling av konceptet för den Hållbara hamnen (Haraldson, Lind & Raza, 2023). Säkerhetsdimensionen introduceras inte som en fristående funktion utan som en integrerad dimension i hamnens roller som transport-, energi- och digital nod. Utgångspunkten är Försvarsmaktens resurslinjetänkande och syn på logistiksystemet som ett nätverk av noder och flöden (Försvarsmakten, 2023; 2025a) samt ett system-of-systems-perspektiv på värdlandsstöd (Lind et al., 2026). I denna logik är det inte enskilda anläggningar som är avgörande, utan förmågan att upprätthålla och prioritera flöden. Analysen visar att när en hamn utvecklas mot operativ integration i totalförsvaret förändras dess funktion från lokal infrastruktur till nationell säkerhetsresurs. Om denna förskjutning inte erkänns riskerar ansvar, styrning och finansiering att förbli lokalt organiserade trots att effekten är nationell. Staten behöver därför ta ett tydligare ansvar för hur strategiska hamnar identifieras, prioriteras och integreras i totalförsvarsplaneringen samt hur ansvar och finansiering fördelas mellan stat och hamnaktörer. Rapportens centrala tes är följande: I ett Nato-integrerat totalförsvar där operativ effekt skapas genom sammanhängande logistikflöden förändras hamnens roll från lokal och regional logistikinfrastruktur till nationell säkerhetsnod. Säkerhetsförmågan i strategiska hamnar är därmed inte en lokal skyddsfråga utan en systemfråga för staten och dess allierade samverkansstruktur. Förstudien presenterar inte en färdig lösning utan en strukturerad hypotes i form av en mognadsmodell som behöver valideras empiriskt. Rapporten föreslår därför att regeringen ger Myndigheten för civilt försvar (MCF) i uppdrag att, i samverkan med Försvarsmakten, RISE, Trafikverket, Sveriges Hamnar, Transportföretagen/Flyg, berörda flygplatsaktörer samt relevanta aktörer från andra strategiska transportnoderoch Lighthouse, etablera ett nationellt program för utveckling och validering av säkerhetsnoden. Genom att pröva modellen i strategiska hamnar och tillsammans med andra strategiska transportnoder inom det multimodala transportsystemet kan Sverige identifiera vilka noder som har nationell funktion, utveckla proportionerliga finansieringsmodeller samt integrera hållbarhet och säkerhet i en sammanhängande systemarkitektur för ett Nato-integrerat totalförsvar.
Abstract [en]
Sweden is operating in a fundamentally changed security environment. With NATO membership and strengthened total defence planning, the role of the transport system in crisis and war has become a strategic issue. In this context, ports are not merely logistical facilities but critical nodes in the transport and supply chains that sustain flows of energy, materiel, information, and people. From a total defence perspective, these flows can be understood as resource lines - coherent logistics systems that must function even during crisis and war. This pre-study develops the concept of the port as a security node as a further development of the Sustainable Port framework (Haraldson, Lind & Raza, 2023). The security dimension is not introduced as a standalone function but as an integrated dimension within the port’s roles as a transport, energy, and digital node. The analysis builds on the Swedish Armed Forces’ resource line perspective and its view of logistics as a network of nodes and flows (Försvarsmakten, 2023; 2025a), complemented by a system-of-systems perspective on Host Nation Support (Lind et al., 2026). In this logic, the decisive factor is not individual facilities, but the ability to sustain and prioritise flows. The analysis shows that as a port becomes operationally integrated into total defence, its role shifts from local infrastructure to a national security resource. If this shift is not recognised, responsibility, governance, and financing risk remaining locally organised despite the effect being national. The state therefore needs to assume a clearer role in identifying, prioritising, and integrating strategic ports into total defence planning, as well as in defining how responsibility and financing should be shared between public authorities and port actors. The central thesis of the report is therefore: In a NATO-integrated total defence where operational effect is created through coherent logistics flows, the role of the port shifts from local and regional logistics infrastructure to a national security node. The security capability of strategic ports is therefore not a local protection issue, but a systemic issue for the state and its allied collaborative structure. The pre-study does not present a final solution but a structured hypothesis in the form of a maturity model that requires empirical validation. The report therefore proposes that the Government assigns the Swedish Civil Defence Agency (MCF), in collaboration with the Swedish Armed Forces, RISE, the Swedish Transport Administration, the Swedish Ports Association, Transportföretagen/Aviation, relevant airport actors and other relevant actors representing other strategic transport nodes, and Lighthouse, to establish a national programme for the development and validation of the security node. By testing the model in strategic ports and through collaboration with other strategic transport nodes within the multimodal transport system, Sweden can identify which nodes perform national functions, develop proportionate financing models, and integrate sustainability and security into a coherent system architecture for a NATO-integrated total defence.
